A Step-by-Step Guide for Out-of-State and International Applicants
Thinking about moving your beauty career to Georgia? Whether you’re a cosmetologist, barber, nail tech, or esthetician, transferring your license can feel confusing at first. And if you ask other cosmetologists, you are likely to get lots of other confusing (and sometimes wrong) directions.
This guide walks you through every step of transferring your existing license to Georgia using the GOALS online system managed by the Georgia State Board of Cosmetology and Barbers.
If you’re moving from another country, we’ll also cover what to expect for foreign credential evaluations and documentation.
Quick Facts
- Licensing Authority: Georgia State Board of Cosmetology and Barbers
- Application System: GOALS Licensing Portal
- Processing Time: Usually 4–6 weeks
- Common License Types: Master Cosmetologist, Esthetician, Nail Technician, Hair Designer, Master Barber, Barber II
Step-by-Step: How to Transfer Your License to Georgia
1. Create or Log In to Your GOALS Account
All Georgia cosmetology and barbering licenses are managed through the GOALS system. You’ll need to create an account, verify your identity, and select “Apply for a License.”
2. Choose the Correct Application Type
Select the license type that matches your current credential:
- Cosmetologist
- Esthetician
- Nail Technician
- Hair Designer
- Master Barber or Barber II
Then select Endorsement as the method of application. This means you already hold a current license from another state or territory.
3. Gather Required Documents
Before submitting your endorsement application, have the following ready:
- Copy of your current active license
- Official license verification from your state board (sent directly to Georgia)
- Proof of education hours
- Secure and verifiable ID
- Affidavit of citizenship or lawful presence in the United States
- Fee payment
If your name has changed since you were first licensed, include legal name-change documentation.
4. Verify Education Hours
Georgia requires the following minimum hours for licensure:
- Cosmetologist or Hair Designer: 1,500 hours
- Esthetician: 1,000 hours
- Nail Technician: 525 hours
- Master Barber or Barber II: 1,500 hours
If your original state had similar or higher requirements, your education will usually transfer without issue.
If your education was shorter, you may need to complete additional training or take the Georgia practical and written exams.
5. Pay the Application Fee
Most Georgia endorsement applications cost $75, plus a $10 processing fee. Fees are nonrefundable, even if your application is denied or requires corrections.
6. Wait for Board Review
Processing times average 4–6 weeks. You can check your application status anytime in GOALS. This is just the average. Some applications take much longer. If you receive a deficiency letter, it means something is missing from your application, or they need more information. Be sure to look out for email or mail correspondence from the State.
Once approved, your Georgia license will be issued electronically and mailed to your address on file.
Out-of-State License Transfers
If you currently hold an active license in another U.S. state or territory, Georgia may grant you a license by endorsement if your education and exam meet state standards.
Tips for Out-of-State Applicants:
- Request your verification directly from your current state board.
- Make sure your license is active and in good standing.
- Include your professional license number on all forms.
States with similar training hours (like Florida, Illinois, and Texas) often have smoother endorsement approvals.
Out-of-Country Applicants
If you completed your training or hold a license outside of the United States, you can still apply, but there are extra steps.
Step 1: Credential Evaluation
You’ll need your transcripts and diplomas evaluated by a recognized credential evaluation service. The evaluator will compare your training to Georgia’s hour requirements.
Step 2: Translation
All documents not in English must be translated by a certified translator.
Step 3: Submit Through GOALS
Upload all documents, pay your fees, and wait for review. The Board may contact you for additional information or to schedule exams if your education does not fully align with Georgia’s standards.
Common Questions
Can I start working before my Georgia license is issued?
No. You must wait until your Georgia license appears as “active” on the State’s verification website.
Do I need a salon or barbershop license, too?
Yes, if you are opening or operating your own location. See our full guide on Opening a Georgia Salon or Barbershop.
What if my school has closed?
Contact your previous state board for archived records or verification letters confirming your completed hours.
What if my license has expired in another state?
Renew it before applying, if possible. Georgia requires an active license for endorsement.
